Code of Conduct


SECTION 1: GENERAL RULES

1.1.1

Be respectful towards all members, Special Visitors, VIPs and Diplomatic Visitors irrespective of their rank, race, creed, religion, or gender.

1.1.2

Disrespecting, bullying or harassing members and/or visitors in base or on other platforms used by FSA is strictly forbidden. 

Bullying and harassment refer to behaviours that make someone feel intimidated or offended, including the spreading of malicious rumours.

 

1.03

You are not allowed to ask for pay, promotion or any form of administrative rights. These are earned through hard work and dedication.

1.04

You are not allowed to spam or use caps excessively within any of the FSA or allied agencies’ rooms.

1.1.5

You are not allowed to let anyone in without the proper Badge and Motto unless you have permission from the Foundation.

1.1.6

Members and visitors are allowed to use coloured and themed chat while in the FSA base except for the non-HC red and non-HC green. 

1.1.7

Do not idle (AFK or BRB) for any length of time whilst at FTF or any other stations.

1.1.8

Special Visitors are required to wear the SV badge when in the base and follow the same rules as members.

1.1.9

Ensure that your Habbo avatar wears appropriate clothing at all times.

1.1.10

All FSA members are required to have their online time visible and their profile open at all times.

1.2.1

Double Jobbing is prohibited. Double jobbing is defined as working for two or more agencies at once, one of those agencies being FSA and/or having multiple accounts within FSA. Accounts registered as an Alt are exempt. 

1.2.2

Mafia affiliation is strictly prohibited.

1.2.3

Sending or requesting explicit content without consent is prohibited.

1.2.4

Pressuring another member or visitor to share their personal information is prohibited.

Examples of personal details include, but are not limited to: age, address, driver’s license or any other form of identification information, credit card or payment details, and passwords.

1.2.5

Poaching is strictly prohibited. Poaching refers to the act of convincing and enticing others to join FSA in other agency platforms and trying to get them to join us.

1.2.6

Trashing any official FSA documents, badges and rooms is prohibited. 

1.3.1

Members affiliated with the mafia must not be hired into FSA.

1.3.2

Habbo accounts that are less than 3 days old are not eligible to be hired.

1.3.3

Before hiring a new member, the recruiter must complete a BUM check and ensure the individual does not hold badges belonging to another agency.

1.3.4

Personnel Identification & Username Standards: FSA reserves the right to deny employment, transfers, or reinstatements to Habbos with usernames deemed inappropriate, disruptive, or difficult to identify for operational and portal purposes.
This includes, but is not limited to:

    • Usernames containing hidden slurs, offensive phrasing, or highly unprofessional terms.
    • Repetitive or meaningless character strings (e.g., aaaaa123, qwertyuiop, 1111111).
    • Usernames designed to obscure identity or resemble barcodes (e.g., lIlIIllIlI), making accurate identification or portal logging difficult.
FTF
Fill the Front: Recruit new members and allow existing members into base. Members filling FTF must remain welcoming and attentive.
FTB
Fill the Back: Proceed to the AFK seats. If no station seats are available, members should FTB until a station becomes available.
FTS
Fill the Security: Sit at the Security station and monitor members entering the base.
FTT
Fill the Training: Sit at the Training station and train, or remain available to train any recruits who arrive. Leaving the station to avoid conducting training may result in disciplinary action.
FTTD
Fill the Training Desk: Assist visitors with transfers or transfer-related enquiries. Whispering is permitted at this station.
FTHD
Fill the Help Desk: Assist members with questions or concerns. The Help Desk must not be used for unnecessary matters or casual conversations. Misuse may result in disciplinary action.

CTH [Clear The Hallway]: This command is only allowed to be used close to and during pay times. You are to clear the walking space located in the hallway, immediately. You can do so by filling any available station or going to FTB.

 

ATT [Attention]: Stand, wave and say: “Yes [promoters username/real name]” or alternatively Hello [promoters username/real name]

 

AE [At Ease]: Dismisses a member from ATT. The member may return to their duties.

 

BTB [Back to Base]: Usually used during training or meetings. Members are dismissed and may return to base.

SECTION 2: POLICIES

Promotions recognise individuals who have contributed to FSA’s growth and demonstrated their readiness to take on greater responsibilities. To ensure balance and fairness:

2.1.2

Promotion Rules

  1. Members ranked Operator I and above may promote. 
  2. Promotions are based on portal eligibility, activity time for both promoter and promotee, and observed activity in base.
  3. Members can only promote those in the division directly below them. They cannot promote anyone in their own division.
  4. Non-iC members can choose promo over pay up to the rank of Head of Leadership.
  5. Executive Council (5iC) and above can only promote up to the first rank of Leadership.
  6. Electives part of the Executive Council Monitoring task can promote the members in the Executive Council upon approval from the Foundation.
  7. CoS+ are responsible for all 4iC+ promotions.
  8. Both the promoter and the promotee must be actively filling stations for at least 10 minutes. 
  9. The promoter can only do a maximum of 2 promotions every 10 minutes
  10. The promoter may promote the same member a maximum of two consecutive times.
  11. Hovering is not allowed. This means standing near the member you plan to promote for more than 2 minutes before their promotion time. If you are promoting someone, make sure to follow the proper procedure.
  12. When promoting someone to Security, Trainer or Operational Staff, or conducting a transfer, the promoter/transferer must train the person.

If someone sees any of the rules above being broken, they must notify the promoter. If the promotion is not cancelled, they should submit a complaint form.

2.1.2

Promotion requirements

When promoting a member, both the promoter and the member being promoted must have filled stations for at least 10 minutes. Otherwise, the promotion will be considered invalid.

iC promotions are handled separately by CoS+. On average, iC promotions take approximately one month, although this timeframe may be shortened based on outstanding work and activity.

2.1.3

Promotion Procedure

  1. The promoter must call “Attention” or “ATT” out loud.  The person being promoted must stand in front of them and wave. Do not ATT if the member is currently assisting another person at their station.
  2. You must use the proper tag to promote, and you must stick with that tag to prevent confusion. 
  3. Tags should be two to four letters long and relevant to your username. You must submit your tag in the Promo Tag Request Form. If you need to change your tag, you must notify Promotion Tag Monitors.
  4.  If your tag exceeds four letters or is not relevant to your username, you will be asked to change.
  5. If you wish to have a 1-letter tag, you may purchase it from a Rank Seller. 
  6. If the promotee does not respond within two minutes, they will be bopped, and their promotion must be cancelled until activity is monitored. 
  7. Members are not allowed to randomly or inappropriately call Attention.
  8. Promoters are responsible for properly logging any promotion or training.
  9. Promoters are responsible for addressing the proper motto that the promotee should wear.
  10. After the promotion ends, the promoter must call “At Ease” or “AE”. When this command is called, the promotee should return to their seat, thus ending the procedure.
2.1.4

Promotion Limits

  • Standards, Security and Trainers cannot promote.
  • Operational Staff → up to Head of Training
  • Investigation → up to Head Operator
  • Intelligence → up to Head Detective
  • Logistics → up to Head of Intelligence
  • Government → up to Head of Logistics
  • Human Resources → up to Head Governor
  • Management → up to Head of HR
  • Administration → up to Head Manager
  • Moderation → up to Head of Administration
  • Leadership → up to Head Moderator

Stations are a vital part of keeping the agency operational. Members must follow station priority guidelines and ensure that all stations are filled appropriately before assisting elsewhere.

2.2.1

The use of autoclickers to avoid idling while filling a station is also strictly forbidden. If you are found to be using an auto-clicker or auto-typer, we will take appropriate disciplinary action.

2.2.2

Filling the Front (FTF) must always be filled before any other stations. The only exception to this is if you are a member of certain units (eg: Internal Affairs and/or Transfer Team), in which case you can fill the Transfer Desk or the Help Desk as an alternative to filling the front.

Station Priority Order:
FTF > FTS > FTT > FTTD > FTHD

FSA holds 6 pay sessions daily, allowing eligible members to claim Pay Points or promotions. Members participating in a pay session must meet all requirements and follow the instructions of the assigned Pay Host.

2.3.1

Pay Information

  • All LOAs must be submitted through the portal to be considered valid.
  • This applies to all ranks when requesting an LOA.
  • If you are facing extreme circumstances, someone else may submit an LOA on your behalf.
  • Verbal or private messages confirming an LOA are not considered valid approval.
  • Only members of the LOA Monitoring Team and Foundation may officially approve LOA requests.
  • Members can confirm whether their LOA has been accepted through the portal.
2.3.2

Pay Eligibility

Rank purchases, purchased memberships, and Special Visitor/VIP purchases are strictly non-refundable. Purchasing a rank does not provide immunity from disciplinary action or exempt members from trial periods.

2.3.3

Pay Session Requirements

To remain eligible for pay, members must:

  • Join the pay session within the required grace period.
  • Be seated before xx:02:00.
  • Fill an appropriate station until at least xx:05:00.
  • Remain in base for the entire pay session.
  • Complete any required AFK or activity checks.
  • Follow all instructions given by the Pay Host.

Elite Members

Elite Members must follow the same initial session requirements as all other members.

  • Elite Members must be seated before xx:02:00.
  • They must fill a station until xx:05:00.
  • After xx:05:00, Elite Members may move to FTB instead of continuing to fill a station.
  • Elite Members must remain in base for the remainder of the session.
  • The Elite Badge must be worn when using the Elite pay-session benefit.

Non-Elite Members must continue filling a station for the remainder of the session.

2.3.4

Pay Rates & Claims

Eligible members may claim the following based on their division:

Standard – Trainer 4 pay points or 3x Promotion
Operational Staff – Leadership 5 pay points or. 1x Promotion
Executive Council (5iC) 5 pay points
District Command (4iC)– Chief of Staff 6 pay points

Non-ic members may claim either Pay Points or a promotion per session. Both cannot be claimed from the same pay session.

2.3.5

Pay Voids, Bans & Disconnections

Pay Void

A Pay Void removes a member’s eligibility to claim from the current pay session only.

A Pay Void may be issued for:

  • Failing to join the session by xx:03:00.
  • Failing to be seated before xx:02:00.
  • Failing to fill a station until xx:05:00 when required.
  • Leaving base before the pay session has ended.
  • Failing an AFK check.
  • Entering FTB without wearing the Elite Badge.
  • Failing to follow the Pay Host’s instructions.
  • Failing to respond to ATT x3.

Pay Ban

A Pay Ban prevents a member from claiming pay for a specified period and may be issued in accordance with FSA’s disciplinary procedures.

Disconnections

If a member disconnects during a pay session:

  • They must notify the Pay Host as soon as possible.
  • They must return within 5 minutes.
  • Proof of the disconnection is recommended.
  • The final decision regarding whether a Pay Void is issued remains at the discretion of the Pay Host.
2.3.6

Pay Points, Cash-Outs & Bonuses

Pay Points & Cash-Outs

Pay Points may be redeemed through the Portal.

  • Members may cash out a maximum of 100 credits per order and per day.
  • A valid Trading Pass is required to cash out credits.

 

Bonuses

FSA offers additional bonuses to recognise members who go beyond their regular responsibilities and make additional contributions towards the agency.

A. Alt Bonus

The Alt Bonus rewards members who help keep the base populated using approved alternate accounts.

  • Members receive 20 Pay Points once their registered alternate account(s) accumulate a combined total of 40 hours of in-base online time.
  • Alt time is tracked on a weekly cycle and resets every Monday at 00:00 GMT.
  • Members must log their alt time through the appropriate Discord text channel.
  • Unused hours do not carry over after the weekly reset.
  • Only alternate accounts that have been registered and approved may contribute towards the Alt Bonus.

B. Member & iC of the Month

Each month, one regular member and one iC member are selected and voted by staff as Member of the Month (MotM) and in-Command of the Month (iCotM).

Winners receive the following for the duration of their title:

  • 50 credits
  • Exclusive MotM/iCotM Discord role
  • Official MotM/iCotM badge
  • Their Habbo avatar displayed as a bot in FSA’s lobby

C. Special Unit Bonus

Some Special Units may provide additional rewards to members based on their performance and contributions towards the unit.

The availability and distribution of these bonuses are at the discretion of the respective Special Unit Leadership.

 

LOA is an option for all members of FSA to take when they are in need of time away from Habbo. You can apply for LOA in cases of emergencies, sickness, mental health, family, educational or work-related reasons, and if you need a break from Habbo or FSA-related work in general.

2.4.1

You must apply 2-3 days before your intended LOA start date. Emergency LOAs may be approved on the day of submission with proper reasoning.

2.4.2

Your Habbo profile and online time (OT) must remain visible at all times.

2.4.3

You cannot collect pay or receive promotions whilst on LOA.

2.4.4

Special Units have the right to remove you from the unit if you intend to be inactive for longer than 2 weeks. 

2.4.5

All members are allowed to take an LOA purely for a break from their responsibilities once every 3 months without special approva

2.4.6

If you do not return within 48 hours of your LOA ending, you will be demoted by 1 division.

2.4.7

Only members of the LOA Monitoring team and Foundation can officially accept your LOA request.

RANK REQUIREMENTS 

LOA requirements vary depending on your rank within FSA. 

  • All electives (5iC+) members MUST apply for an LOA if they are going to be away for more than 7 days. Elective LOA will require approval from CoS+.
    • LOA Limit: Leaves of Absence may be taken for a maximum of one month, unless an extension is approved by CoS+.
    • If you require an LOA exceeding one month, you will be required to step down to Head of Leadership and step down from any positions held within Special Units. You must inform the respective SU Leaders. 
  • All Non-iCs who are part of Special Unit MUST apply for a LOA if they are going to be away for more than 14 days. Failure to do this will result in removal from the unit. 
    • LOA Limit:  Maximum upto 1 month unless approved by CoS+. 
    • If you require an LOA exceeding one month, you will be required to step down from any positions held within Special Units.

LOA SUBMISSION REQUIREMENT 

  • Only members of the LOA Monitoring Team and Foundation may officially approve LOA requests.
  • All LOAs must be submitted through the portal to be considered valid.
  • This applies to all ranks when requesting an LOA.
  • If you are facing extreme circumstances, someone else may submit an LOA on your behalf.
  • Verbal or private messages confirming an LOA are not considered valid approval.
  • If you require an extension for your LOA, do inform a member of the LOA Monitoring Team/ CoS+

FSA allows eligible members from other agencies to transfer into FSA. All transfers must follow the official eligibility requirements and rank calculations established by the Transfer Team.

2.5.1

Trabsfer Eligibility

  • The applicant’s agency must be listed on the official FSA Rank Calculator.
  • The applicant’s agency must have at least 100 members in its main ID badge.
  • The first requestable badge must have at least 50 members.
  • The applicant must hold the correct agency badges required to verify their employment and rank.
  • The applicant must have been employed by their current agency for at least 7 days.
  • The applicant’s Habbo account must be at least 7 days old.
  • The applicant must not be listed on any FSA punishment list.
  • The official FSA Rank Calculator must be used when determining an applicant’s equivalent FSA rank. Unauthorised tools must not be used.
2.5.2

Interview Transfers

  • Interview transfers are handled with the assistance of Transfer Team Leadership.
  • Only TT Leadership members may issue rank offers through an interview transfer.
  • Trial TT Members may assist with gathering information but may not independently conduct or approve interview transfers.
  • If an applicant does not respond to an interview transfer offer within 72 hours, the transfer request will be declined.
2.5.3

Returning Members

  • Transfers for former FSA members require pre-approval from TT Leadership.
  • Former members who left FSA within the previous 3 months may be eligible to return through a transfer.
  • A normal return will result in a one-division demotion from the member’s previous FSA rank.
  • For an iC member returning for the first or second time, they may retain an iC position but will receive a one-division demotion. Rank availability may affect the offer; in that case, the first rank of the respective division will be offered.
  • CoS+ may also determine returning iC ranks on a case-by-case basis.
  • On a third iC return, the member may either be placed on the DNH list or required to restart as a Trainee.

FSA offers a selection of purchasable benefits and statuses. All purchases must be made through an authorised FSA Rank Seller. All purchases are final and non-refundable. Authorised Rank Sellers reserve the right to deny a purchase or revoke purchased benefits, including VIP, Special Visitor (SV), and Elite Membership, where there is a valid reason to do so.

2.6.1

1-Letter Promo Tag

  • Members can purchase a 1-Letter promo tag for 20c.
  • Rank Sellers should make sure to inform Promotion Tag Monitors of the purchase as well.
2.6.2

R&E – Roles & Emojis

  • Discord roles may be purchased for 30c per month.
  • Emojis in our official Discord server can be purchased for 50c per month.
2.6.3

Custom Bot in Base

A custom bot in base may be purchased for 250c for one month. 

2.6.4

VIP

  • VIP may be purchased for 30c.
  • VIP grants access to the designated VIP area within the official FSA Headquarters and access to the official FSA Discord server.
  • VIP holders must follow all requirements outlined under Section 2.7: Special Visitor & VIP Policy.
2.6.5

Special Visitor (SV)

  • Special Visitor status may be purchased for 80c.
  • SV grants access to authorised areas within the FSA Headquarters and access to the official FSA Discord server.
  • SV holders must follow all requirements outlined under Section 2.7: Special Visitor & VIP Policy.
2.6.6

Elite Mmembership

Elite Membership is an optional premium membership available to eligible FSA members, providing additional benefits and exclusive features.

1 Month Membership: 120c

Membership benefits remain active for the duration of the purchased period and expire once the membership ends unless renewed.

Elite Benefits

Elite Members receive the following benefits for the duration of their membership:

  • FTB During Pay Hours: Elite Members must complete the compulsory 5-minute paystay before being permitted to FTB during Pay Hours without losing their eligibility for pay.
  • VIP Membership: VIP status and access to the designated VIP Lounge are included throughout the Elite Membership period.
  • Rank Sales Discount: Elite Members receive a 15% discount on Rank Sales while their membership is active.
  • Elite Badge: Access to the official FSA Elite Membership badge for the duration of the membership.

Membership Conditions

  • Elite Membership is a privilege and does not place a member above FSA regulations or other members.
  • Elite Members remain subject to all requirements of the FSA Code of Conduct, including promotion, pay, moderation, and disciplinary policies.
  • Elite Membership does not guarantee promotions, pay, administrative permissions, preferential treatment, or protection from disciplinary action.
  • Elite Members must complete the compulsory 5-minute paystay before using their FTB benefit during Pay Hours.
  • When attending a pay session without filling a station, Elite Members must display the Elite Membership badge.
  • The 15% Rank Sales discount may only be used by the Elite Member and cannot be transferred to or used on behalf of another member.
  • Membership benefits are solely for the member who purchased them and may not be transferred, shared, or given to another person.
  • All Elite Membership purchases are final and non-refundable, including where privileges are revoked due to misconduct.
  • Rank Sellers may restrict a member from receiving pay if they have been flagged for suspected double jobbing, pending further review.
  • Members flagged for suspected double jobbing may have their ability to cash out pay points temporarily suspended until the matter has been resolved.

Eligibility & Sales

  • A member must have completed at least 7 days of active employment within FSA before purchasing Elite Membership.
  • The eligibility requirement applies regardless of the member’s rank or division.
  • The authorised Rank Seller completing the transaction is responsible for confirming the member’s eligibility before accepting payment.
  • Rank Sellers may refuse or postpone a purchase where the eligibility requirements have not been met or where there is a valid reason to do so.
  • An Elite Membership issued to an ineligible member may be considered an unauthorised sale and reviewed by the appropriate FSA leadership.

Misuse & Revocation

Elite Membership benefits may be suspended or revoked where a member abuses their privileges, attempts to use their membership to bypass FSA regulations, or commits misconduct warranting the removal of those benefits.

The removal of Elite Membership privileges does not entitle the member to a full or partial refund. Any disciplinary action resulting from the member’s conduct may be handled separately under the FSA disciplinary system.

Rank Purchases

Ranks may only be purchased from an authorised FSA Rank Seller.

  • Before making a purchase, members must ensure the seller holds the official Rank Sellers badge.
  • All available ranks and their current prices can be found on the official Rank Price List.
  • The Rank Price List also includes a Rank Price Calculator, which can be used to calculate the cost of a rank purchase or upgrade.
  • Any applicable trial or training requirements must still be completed after purchasing a rank.

The Special Visitor (SV) and VIP statuses provide approved visitors with additional privileges while visiting FSA Headquarters. These statuses may be granted to members of allied agencies based on the terms of an alliance agreement or purchased from an authorised FSA rank seller. SV may be purchased for 80c, while VIP may be purchased for 30c. All purchases are final and non-refundable.

2.7.1

All SV and VIP holders must follow the FSA Code of Conduct and all applicable regulations.

2.7.2

The appropriate SV or VIP badge must be worn while using the privileges associated with that status.

2.7.3

SV holders may freely access authorised areas throughout the base.

VIP holders are limited to the designated VIP area.

2.7.4

Anyone failing to wear the required badge may be redirected to the lobby.

FSA reserves the right to remove these privileges if they are misused.

SECTION 3: DISCIPLINARY SYSTEM

The Federal Security Agency (FSA) expects all members to follow its regulations and maintain appropriate conduct. Internal Affairs (IA) oversees disciplinary matters and ensures violations are handled appropriately. Members who break FSA regulations may receive disciplinary action based on the seriousness and frequency of their misconduct. Repeated violations can result in stronger penalties.

3.1.1

Members ranked 4iC+ may issue verbal warnings when they witness misconduct. Evidence should be collected and saved in case it is required later.

3.1.2

Internal Affairs members may formally record and approve infractions.

3.1.3

Sufficient evidence must support every recorded infraction. When evidence cannot be publicly shared due to confidentiality, it must instead be provided directly to IA Leadership and/or the Foundation team.

Verbal Warning: For minor or first-time issues, a 4iC+ member should normally speak with the individual and explain what needs to be corrected. This does not need to be recorded in the portal, although evidence of the incident should still be kept.
Offical Warning: If the behaviour continues or the member does not correct the issue, a formal warning may be issued and recorded in portal by Internal Affairs
Strike 1: Further misconduct after previous warnings may lead to a first strike. The member will be required to display x1 in their motto.
Strike 2: A second strike will result in a demotion, which will be decided by the IA team. The member will be demoted and must change their motto to include x2.
Strike 3: A third strike results in removal from FSA

Certain violations listed under Section 1.2 may be serious enough to result in Strike Three immediately. All warnings and strikes must be logged in the portal. 

3.3.1

Members who are fired will lose any purchased ranks, SV, VIP, or related benefits. These purchases will not be refunded.

3.3.2

Not every case must progress through each disciplinary stage. Serious misconduct may justify moving directly to a higher penalty.

3.3.3

CoS+ and the IA Leadership may authorise stronger disciplinary action when the circumstances warrant it.

3.3.4

Extremely serious violations may lead to immediate removal from FSA and placement on the Disciplinary list.

3.3.5

Members who hold Admin may have those permissions suspended or permanently revoked following misconduct.

Appealing a Strike

Members may request that a strike be reviewed if they believe they have demonstrated meaningful improvement.

A strike may only be removed with authorisation from the person who originally issued it, IA Leadership, or a Foundation member. Appeals can only be submitted after 14 days since the strike; they should be submitted to the official FSA IA Appeal Form.

SECTION 4 : ADMIN

Badge Admins help accept badges for transferring members and members who have been promoted to a new division. They also assist in removing inactive members' badges.

  • Badge Admin permissions may only be granted with approval from a Foundation member.
  • This privilege is reserved for trusted iC members who have demonstrated responsibility and good judgment.
  • Any misuse or abuse of Badge Admin permissions may result in immediate removal from FSA.
  • Once approved, the member will receive the Badge Admin role along with access to the required channels on the official Discord Server.

Badge Removal

Members are responsible for maintaining their own badges. If you leave or remove an FSA badge, there is no guarantee that it will be restored or given back.

Excuses such as someone else accessing your account, an accidental removal, or a technical issue do not automatically qualify you to have the badge returned.

4.2.1

Portal Administrators are responsible for managing member access to the FSA portal and removing inactive members when necessary.

4.2.2

All administrative requests are submitted through a shared request channel. Portal Administrators are expected to respond to and handle any requests where the Portal Administrator role is mentioned.

4.2.3

Once a request has been completed, the administrator responsible must react to it to confirm that it has been handled.

4.2.4

Portal permissions must only be used for authorised purposes. Abuse includes improperly adding or removing members, issuing unauthorised discharges, approving strikes without valid reason, or changing logs without proper authorisation.

4.3.1

Chat Moderators manage member roles, handle rule violations within the server, and remove members when necessary due to inactivity.

4.3.2

All administrative requests are submitted through a shared request channel. Chat Moderators are expected to respond to and handle any requests where the Chat Moderator role is mentioned.

4.3.3

Moderator permissions must only be used for legitimate purposes. Misuse includes, but is not limited to, assigning unauthorised roles, using moderation actions without valid reasoning, or otherwise abusing granted permissions.

Members who hold the [FSA] Room Rights badge are trusted with permissions in the main FSA Headquarters. Certain rights holders may also be granted access to manage additional official FSA rooms. Room Rights are a position of trust and must only be used for their intended purpose. Misusing these permissions may result in their immediate removal and further disciplinary action. Members should not request or pressure others to grant them Room Rights; doing so may result in consequences under Section 3. If a Room Rights holder accidentally removes or ejects furniture from an FSA room, they must report the incident to a Foundation member as soon as possible.

4.4.1

Trashing

Any Rights Holder found deliberately trashing an FSA room may have their permissions revoked, lose their rank, and be dismissed from the agency.

Depending on the seriousness of the incident, the individual may also receive a permanent ban and be added to the appropriate National Punishment list.

Not every furniture mistake is considered trashing. Genuine accidents can occur while managing a room, which is why Rights Holders are expected to immediately report accidental changes or removals.

4.4.2

Room Rights Administration

Before using moderation commands against someone, a RR Holder should normally give the individual a clear warning and an opportunity to stop. This requirement does not apply to individuals already listed on the BoS/NP list.

All evidence of the member and/or visitor breaking the FSA rules and the RR holder warning them should be collected and posted in the appropriate channel in the official FSA Discord server. 

Muting

  • Muting should generally be used when someone is disrupting the room through spam, inappropriate language, insults, or similar behaviour.
  • If the individual is an FSA member, they should receive a warning before being muted.
  • A 2-minute mute should normally be used for the first offence.
  • Continued disruption may result in a 5- or 10-minute mute.
  • If the behaviour continues after being muted, stronger moderation measures, including a ban, may be considered.
  • RR Holders may move directly to a kick when the situation makes a mute unnecessary or ineffective.

Kicking

  • Kicking may be used when an individual continues disrupting actions such as spamming, offensive language, or similar behaviour.
  • A warning should be issued first when the offender is an FSA member.
  • If the individual ignores the warning or continues their behaviour, a Rights Holder may remove them from the room.
  • An FSA member who has been kicked may respectfully ask for the reason, and the RR should explain.
  • When the offender belongs to another agency, evidence of the incident should be collected and may be forwarded to their agency for review.

Banning

  • A ban may be issued when previous attempts to stop serious or repeated disruptive behaviour have failed.
  • Obvious trolls, raiders, or spammers may be banned when necessary to protect the room. Any action should always be logged in the #room-rights Discord channel.
  • An FSA member should not normally receive a ban exceeding one hour unless they are also being terminated from FSA.
  • Permanent bans should only be issued when the individual is on the FSA BoS list or when the circumstances clearly justify permanent removal.
4.5.1

Website Administrators are responsible for keeping all information on the official FSA website accurate, organised, and up to date.

4.5.2

Website permissions must only be used for authorised purposes. Misuse includes, but is not limited to, making unnecessary or unauthorised changes, deleting content, or adding information without proper ap

Ranks within FSA may only be purchased through authorised Rank Sellers. Members are responsible for ensuring that all transactions are made through an approved seller. Authorised Rank Sellers can be found in the Donator's Guild Tab within the website

4.6.1

All purchases made within FSA, including ranks, memberships, Special Visitor (SV), and VIP status, are final and non-refundable.

4.6.2

Purchasing a rank or membership does not grant protection from FSA rules or disciplinary action. 

4.6.3

Trial rank purchases will still be required to complete applicable trial periods and are expected to follow the same standards and regulations as other FSA members.

4.6.4

Rank sellers have the right to restrict any requests for pay if a member has been flagged for alleged double jobbing.

4.6.5

Rank sellers reserve the right to reject cash-out requests where there is valid justification.

SECTION 5: EXTERNAL PLATFORM

5.1.1

The FSA Portal is used to manage important agency records and activities, including:

  • Security searches
  • Training, promotion, tour, disciplinary, and transfer logs
  • Leave of Absence (LOA) requests
  • Pay points
  • Purchasing available shop items
  • Employee management
5.1.2

All FSA members are required to have an active account on the FSA Portal.

5.1.3

Members must not misuse, falsify, or intentionally interfere with the portal. This includes creating fake or unauthorised training, promotion, disciplinary, LOA, rank sale, or transfer records.

5.1.4

Members are not permitted to approve their own portal logs unless everything is documented with valid proof. Foundation Team members are exempt from this restriction.

Discord serves as FSA’s main communication platform outside of Habbo and is used by employees, VIPs, Special Visitors, and members of allied agencies.

5.2.1

All members must follow the rules stated in #server-rules while participating in the official FSA Discord server.

5.2.2

Spamming or unnecessarily flooding text and voice channels is prohibited.

5.2.3

Members must remain respectful toward others. Hate speech, racism, harassment, and other inappropriate behaviour will not be tolerated.

5.2.4

Conversations should remain appropriate for the channel being used

5.2.5

@everyone and @here may only be used by authorised members when necessary.

5.2.6

All Operations+ members are required to join the official FSA Discord server.

5.2.7

 Members who hold Chat Moderator permissions are responsible for enforcing server rules and handling violations appropriately.

5.2.8

Misuse of Discord permissions or repeated violations of server rules may result in disciplinary action.

5.3.1

Wesbite

  • The FSA website serves as the main source for official agency information, policies, resources, and updates.
  • Website Administrators are responsible for ensuring that all information published on the website remains accurate and up to date.
  • Website permissions must be used responsibly. Any unauthorised changes or misuse of administrative access may result in disciplinary action.
5.3.2

Social Media

  • FSA’s official social media platforms are managed by the FSA Media Team.
  • The Media Team is responsible for promoting FSA activities, sharing announcements, and keeping FSA’s social platforms active with relevant and appropriate content.
  • Only authorised Media Team members may post or make changes to FSA’s official social media accounts.
